New Jersey SREC Program Commended by the EPA

The New Jersey SREC Program which has made solar financially viable for many New Jersey residents has won an award from the U.S. Environmental Protection Agency (USEPA). The SREC program which was established in 2004 and is managed by the Board of Public Utilities and the New Jersey Clean Energy Program, was recognized by the USEPA’s Clean Air Excellence Awards Program in the category of Regulatory and Policy Innovations.
After receiving the award Lee Solomon, president of the New Jersey Board of Public Utilities said,

New Jersey’s SREC program is the first in the nation to successfully begin the transition from upfront incentives to a market-based system for project finance. By avoiding upfront incentives, the SREC program lowers the financial impact on ratepayers while continuing to motivate solar electricity installations.

No wait for that solar rebate

Delawareans who have installed solar panels will no longer have to wait years for their state rebate checks.

About $1.3 million in federal stimulus funds will allow the state to clear much of the solar rebate waiting list, which had grown to 18 months to two years, said Collin O’Mara, secretary of the state Department of Natural Resources and Environmental Conservation.

The average rebate will be between $6,000 and $12,000, O’Mara said.

The 133 residential rebate applications for renewable energy projects that are verified as complete will be the first to get checks, O’Mara said.

The state could issue the checks in the next month or two, O’Mara said. That’s a combined rebate value of $1.75 million, he noted.

Owners of six completed commercial solar projects also will get checks totaling $445,000, he said.

The stimulus money will be supplemented with funds moved over from a state research and development demonstration program, he said. The funds allotted to the program had not been awarded for this year, freeing up the money, O’Mara said.

Another 87 residential applications are due about $680,000 of rebates, and 14 commercial rebate applications valued at $1.1 million, are for projects close to completion, and any leftover funds will go toward those, he said.

In addition to solar energy projects, the state program also covers geothermal and small wind projects.

One change is that the the rules for the federal stimulus program require the solar rebate recipients to get an energy audit of their building, O’Mara said.

The Sustainable Energy Utility, a state-organized nonprofit group, will subsidize much of that cost, he said.

“We’re committed to making good on every promise that was made to residents or businesses that have put up solar or other renewable technology,” O’Mara said.

For those who haven’t started their applications at all, the state is considering a new program to allow residents and businesses to finance solar panels using renewable energy credits, O’Mara said.

The existing rebate program used to cover up to 50 percent of the cost of buying and installing solar panels on a home of a Delmarva Power customer.

But last year, the popularity of the program caused state officials to scale back the size of new rebates to 25 percent.

The state benefit shrunk as the federal rebates grew. The federal government offers a 30 percent rebate which used to be capped at $2,000. That cap was lifted last year.

The SEU two weeks ago also announced a new slate of the initiatives that take advantage of federal stimulus money.

The new programs include the Delaware Home Star program, which will offer rebates on heating, cooling, and hot water equipment, as well as insulation and weatherization.

The rebates will likely be 50 cents for every dollar invested, allowing homeowners to pay off investments in half the time, O’Mara said.

Homeowners will need an energy audit to participate in the program, which is expected to be up and running in June, he said.

An SEU program to offer financing and rebates to businesses and nonprofit organizations is expected to begin June 15. The loans, for up to $250,000, are to be invested in efficiency and small-scale renewables and can be repaid in up to 10 years, the SEU said.

The SEU, set up several years ago by the General Assembly, gets its own money from the Regional Greenhouse Gas Initiative, which is a cap-and-trade system designed to reduce carbon pollution, as well as bond issues.

Do I need to clean my solar panels?

Cleaning your solar panels is an easy as turning on your hose

Under most circumstances, panels will never need cleaning; seasonal rains should be adequate to keep dust from building up and impeding your array’s production. If you live in a very dusty environment or if recent events have caused unusual build up on your panels, clean them by spraying water from the ground with a standard garden hose. We strongly recommend that you only clean panels in the early morning or late evening rather than when the sun is at its peak or when the panels are warm.

Depending on where you live, leaves, debris and nesting critters can be an issue for your solar array. If it’s possible to see underneath your array, periodically check to see if the area is clear. You may be able to see this from the ground, if not, be sure to stay safe! Do not do anything you are uncomfortable with.

General Safety Precautions

·         Do not clean the panels during the middle of the day. To avoid panel damage, allow the panels to cool before cleaning.

·         Do not use abrasive cleaners or anything that could scratch the surface of the panels. If water is not removing all accumulated dust, glass cleaners including Windex and kitchen dish soap (preferably biodegradable) applied with a soft cloth are acceptable alternatives.

·         Do not attempt to access the roof for panel cleaning or inspection without taking appropriate safety measures. Some companies offer panel cleaning services.

It’s all about the green

She walked into Jason Topercer‘s office last year carrying a large bundle of utility bills and plopped them in the middle of his desk. It was a crisp autumn day and Topercer, a bit surprised, wasn’t quite sure what to think of the sudden disruption. Was she angry? Was this going to be one of those days when he wished the weekend were much closer at hand? Why would a former customer bring him bills that were due another company?
It turned out to be a day Topercer, a partner in Rehoboth Beach based Clean Energy USA would never forget – but in a good way.

“She brought all those bills in, put them on the desk and asked us how she could help us sell more of our product,” Topercer remembers. “She said she hadn’t had a balance in four months and she wanted us to use her bills for marketing purposes, She wanted to do whatever she could to help us out” It was not an isolated incident. With the nation embroiled in its biggest financial crisis in decades, Topercer and the other four partners at Clean Energy USA are watching their business grow with each passing month. A big reason for their success is solar incentives offered by the state of Delaware to any homeowner, or business, willing to make an investment in so-called “green” energy.

Today, as much as 50 percent of the cost of a qualified renewable energy system can be offset by money collected by Delaware’s electric utilities and managed by the Delaware Energy office. ‘The money comes from charges assessed to all electricity customers in the state,” The green energy program we have in Delaware right now is one of the most progressive in the country,” says Justin Healy, another partner in the company. “There are a lot of people who are really starting to 1ook into forms of renewable energy. I love the fact that we’re doing our little part to not buy as much oil from foreign countries.” In 2008, Delaware ranked sixth in the nation in the number of renewable energy installations per capita, trailing California, New Jersey, Arizona, New Mexico and Hawaii, according to data from the interstate Renewable Energy Counci1.

Topercer says potential customers call his company for two reasons: the possible savings and/or “feel good” objectives. “The main thing that attracts people is the financial side of moving toward renewable energy,” says Topercer. “They look at their power bill and they want to save money. When people look at how much money they can get back through savings and through these renewable energy credits they get from the state they’re like ‘wow,’ We’re going to give them around a 10 percent return on their investment. There is a significant upfront investment in installing any type of renewable energy system, but it’s an investment that can pay a homeowner back many times over in the long run. Because of the initial financial outlay, however, most renewable energy installations have been undertaken by businesses thus far in Delaware. But nationwide, the trend is beginning to move more toward individual homeowners”

Topercer, Healy and the rest of the management and staff at Clean Energy USA hope that trend continues into Delaware in the months and years to come. “We love that we’re not only doing something that is profitable, but something that also has a good goal in mind, which is reducing our dependence on foreign oil and decreasing the amount of pollution that people put into the air by using classic energy sources says Healy. “You’re saving money and doing something that feels pretty good; which we think is terrific.”
Clean Energy USA installed about 70 systems in 2008. Most of them were photovoltaic or solar installations, but the company does install wind turbines and solar thermal systems as well. Their installers tend to be pretty popular in the neighborhoods they service.  Customers see by and large almost instant savings on their acccount. “They’ll come up to us and say things like “you promised me a 40 percent savings on my power bill and I’m getting 50 percent,’” says “Topercer.

“A lot of times the return is actually greater than they expect so we have a lot of customers coming back to us extremely happy.” Some more than others.
“I had a customer come over to us [last year] and hand me a bottle of wine,” says Topercer with a chuckle. “His power bill showed a negative balance and he was so happy. He actually had a 170 kilowatt credit on his account”

Formed less than two years ago Clean Energy USA has continued to grow even in a worldwide economic downtown, Healy and Topercer say that’s mainly because of their product and accompanying financial incentives from the state of Delaware and the federal government.  “Right now we employ 10 people and that’s 10 jobs that have been created because people believe in [renewable energy] and are helping us grow,” says Healy. “We expect to double that in the next year, hopefully more than that.” If so, it may be time to buy a nice new set of wine glasses
